RME ORDER The Law, Rules, and Government we live by
PREAMBLE
In the course of time, people of any race, ethnic group, or religion, feel it necessary to establish a written code of law, that will set the foundation for a great nation. RME is no different. In many of our members clan careers they have found that a common lack of leadership is the biggest problem in a clan. This Order is a guide of leadership to prevent that lack of leadership permanently. This is not only a government outline, but also a guide of how we act in combat, and in civilian life. RME is not a rouge organization, for left-wing partisan separation from our home lands. We put our ethnic background behind us, we all belong to our respective homelands, that we cannot take away, but we are all RME, and as long as we are all RME, we follow these codes of law. By agreeing to this order, we understand that the consequences involved in violation of any of these rules will be followed through, and if serious enough, we will take our punishment with the idea in our minds that the offense we did was wrong. By being part of RME, we agree that the powers discussed in each rank are fair and realize that every power assigned is for the commonwealth, welfare, and well-being of RME as a clan, and its members.
ARTICLE I- RME DIPLOMACY
Law 1.1.98- Respect is to be shown to all RME officers, from 2nd Lieutenant to 5 star generals. And any personal that out ranks another has command over them if designated by an officer. Disrespect to any personal in any branch will not be tolerated. Penalty for violation- 1st offense- warning, 2nd offense- suspension, 3rd offense- trial for court marshall
Law 1.2.98- Challenges, and clan wars are to be organized and approved by branch High Council only. Any persons not in the branch High Council that make action that could provoke hostilities with any clan without prior consent with a High Council member will be in violation of this law. Penalty for violation- depending on seriousness of the matter, lowest offense would be to cause a rise in tensions between another clan and RME, and the highest offense would be to have every clan to disrespect on the internet to dislike RME, and its policies and will be viewed as treason. Minimum- Warning, Maximum- Court Marshall
Law 1.3.98- Treason will be viewed as any member willfully and knowingly trying to cause the clan of RME to disband or cause serious tensions between members within the clan to do damage, and/or conspiring to do so. Penalty for violation- immediate trial for Court Marshall and dishonorable discharge. Treason can only be charged during wartime.
Law 1.4.98- Anything to make RME look bad to anyone because of the way a soldier acts in a non-RME official war will result in a violation of this law. Penalty for violation- minimum warning, maximum- Violation of law 1.3.98 and Court Marshall.
Law 1.5.98- Any persons causing a member of another clan to defect to RME without the consent of a branch High Council member will be held in violation of this law. Penalty for violation- minimum- warning, maximum- Violation of Law 1.2.98 & Law 1.4.98 and Court Marshall.
Law 1.6.98- All branch High Council and all members present during an armstance agreement will remain silent and be on best behavior to promote class within RME. Penalty for violation- Minimum- warning, maximum- charge of violation of Law 1.2.98 and honorable discharge
Law 1.7.98- Any member of RME that would cause the loss of a mission in an RME official war will be in violation of this law. Minimum- warning, Maximum- Violation of Law 1.3.98 and Court Marshall
Law 1.8.98- Any persons who offers an alliance with another clan without consent of a branch High Council member will be held in violation of this law. Minimum- warning, Maximum- suspension
Law 1.9.98- Any persons involved with another clan without a grant of allowance by a High Council will held in violation of this law. Minimum- warning, Maximum- Violation of Law 1.3.98 and Court Marshall
Law 1.10.98- No one except for branch High Council delegated commanders is to give orders to another soldier. Minimum- warning, Maximum- Violation of Law 1.1.98 and Court Marshall
Law 1.11.98- Alliances and Declarations of War must be approved by unanimous vote in branch High Council. Minimum- warning, Maximum- automatic suspension
Law 1.12.98- Any persons who is a class that was not delegated by his/her commander will be held in violation of this law. Minimum- warning, Maximum- violation of Law 1.3.98 & 1.1.98 and Court Marshall
Law 1.13.98- Any persons who violates RME Rules of Engagement will be held in violation of this Law. Minimum- suspension, Maximum- Court Marshall
Law 1.14.98- Any persons who knowingly crosses offensive and defensive borders without consent of his/her commander will be held in violation of this law. Minimum- warning, Maximum- Court Marshall
Law 1.15.98- Any persons that knowingly destroy RME war material in an official war will be held in violation of this law. Minimum- warning, Maximum- suspension
Law 1.16.98- All RME armstance agreements and deceleration of wars must be sent to all RME members plus to the leader, or one of them, in the other clan. Minimum- warning, Maximum- short term suspension.
Law 1.17.98- Any release of top secret RME files or strategies will result directly in automatic suspension until court marshall hearing and will also be tried for violation of Law 1.3.98
ARTICLE II- RME BEHAVIOR
Law 2.1.98- Any soldier that is disobedient and unwilling to accept orders in peace time, war time, or during a training exercise will be in violation of this law, any disobedience to a Flag Officer the penalty will be doubled. Minimum- Warning Maximum- Court Marshall
Law 2.2.98- Any persons who enters a war without being put on an RME War Roster, will be in violation of this law, Minimum- Warning, Maximum- Suspension
Law 2.3.98- Any continued harassment of a former RME soldier that received Honorable Discharge will be in violation of this law, Minimum- Warning Maximum- Short term suspension
Law 2.4.98- RME soldiers that have a minimum of a 2 day notice of a war and/or meeting are expected to be present, or have a valid excuses for missing. 1st offense- warning, 2nd offense- hearing for Court Marshall
Law 2.5.98- Any RME soldier who is not present during his/her trial will automatically have a suspension of a long term, and not be involved in RME wars for 1 month, also if it is a Court Marshall hearing the accused will be automatically Court Martialed with dishonorable discharge.
Law 2.6.98- Any RME personal claiming to be leader or falsifying rank and awards will be in violation of this law. Minimum- warning, Maximum- Court Marshall
Law 2.7.98- All RME soldiers realize that they may leave RME at anytime, if failure to tell an RME officer that they have resigned, they will receive a Court Martialled dishonorable discharge.
Law 2.8.98- Any RME member who willfully and knowingly asks another clan to join, present or future, while active RME, will be viewed as a mutanist, and will be automatically Court Martialed from RME.
Law 2.9.98- All RME personal are to act on their best behavior in all areas on and away from Mplayer, minimum- warning, maximum- short term suspension
Law 2.10.98- Any persons in RME violating the Geneva Convention of 1918 will be held in direct violation of this law. Minimum- warning, Maximum- short term suspension
Law 2.11.98- No RME personal will make negative comments to another soldiers race, ethnic group, and/or religion or they will be held in violation of this law. Minimum- warning, Maximum- Court Marshall
Law 2.12.98- Any hacking of RME files be them a web page or classified information, the persons involved will be held in violation of this law and will be automatically suspended until his/her Court Marshall hearing.
Law 2.13.98- Any violation of the Rules of Classification will violate this law. Minimum- Reduction to Clearance Alpha, Maximum- Court Martial.
ARTICLE III- RME RANKING SYSTEM
Law 3.1.98- RME soldiers that are lower in rank than another, is to show complete obedience and respect towards that higher ranking personal, ESPECIALLY OFFICERS. Minimum- Warning, Maximum- Court Marshall
Law 3.2.98- Branch High Council members have supreme power in deciding on law making, or war making, no body else. Any false claims that one is a High Council member, or create a war or law without High Council Approval, that persons will be in violation of this law. Minimum- Warning, Maximum- Long Term Suspension
Law 3.3.98- When making a new law, High Council must be in a 2/3 vote for majority, in law & alliances High Council must be unanimous in making the action. Any making of a law, war, or alliance by a High Council member without the above circumstances true, will be in violation of this law. Minimum- Warning, Maximum- Court Marshall.
Law 3.4.98- Recruitment is to be done by High Councilmen only, unless a High Councilman gave personal the right to recruit others. Decisions on recruitment are made by the recruiter (s), no one else. Minimum- Warning, and disallowance of new member(s), Maximum- Court Marshall
Law 3.5.98- Rank privileges are not to be abused nor contested by anyone. Minimum- Warning, Maximum- Court Marshall
Law 3.6.98- Offensive and Defensive captains have
supreme power in wars, all Executive Officers are expected to
listen and obey commanders. Minimum- Warning, Maximum- Court
Marshall
Law 3.7.98- High Council members are those who are delegated by their branch's Chief of Staff, and are the select three, chosen by the Chief of Staff of the branch, anyone who claims High Council status and/or enacts High Council privileges without being a member of the High Council, those persons shall be held in violation of this law. Minimum- Warning, Maximum- Court Martial
Law 3.8.98- Anyone who is denied their basic human right, to right of an opinion, is asked to report any instance of this nature. This offending party (s) will be held in violation of this law. Minimum- Warning, Maximum- Court Martial
Law 3.9.98- If the Chief of Staff is not able to carry out his duties for a period of time, the Vice Chief will take the Chief of Staff status until the Chief of Staff returns. In the absence of the Chief of Staff, no one will be moved up any position. The High Council will be managed by as many members that are in it.
Law 3.10.98- If the Chief of Staff is unable to
fulfill his duties, he should resign. In the event of a
resignation, the General of the RME will be moved up to Chief of
Staff, and the senior RAAM will be moved to General of the RME.
It is up to the new Chief of Staff to appoint a new Senior RAAM.
Law 3.11.98- Recruitment of anyone must be verified and okayed with a member of the High Council. Minimum- Warning, Maximum- Court Martial.
Law 3.12.98- Only generals may recruit members, and
the recruiting general must report the new member to the Senior
RAAM. Minimum- Warning, Maximum- Short-term suspension
Law 3.13.98- If the Sergeant Major of the branch is unable to continue as a temporary replacement for the commander of the branch, the Chairman of the Joint Chiefs of Staff will declare control over the division, and reserve all powers of the Chief of Staff until he or his replacement (s) return.
ARTICLE IV- RME MEETING PROCEDURES
Law 4.1.98- All RME personnel is to report to RME designated meetings. If the member has two inexcusable absences from the meetings, they will be recommended for court martial. Minimum- Short-term suspension, Maximum- Court Martial
Law 4.2.98- RME Generals have executive privilege,
claiming this law, to be exempt from Law ~4.1.98.
Law 4.3.98- If the Chief of Staff cannot be present for a meeting, the Vice Chief of Staff shall take leadership of the meeting until the Chief of Staff can return. If the Vice Chief of Staff is not present, the Sergeant Major of the branch shall lead the meeting, if he is not available, the chairman will be decided by rank structure, meaning next highest in rank.
Law 4.4.98- The meeting will start at the designated time and place, but all meeting topics that a member may have missed, must be reported to that member.
Law 4.5.98- The first part of the meeting will be reviewing topics that the chairman sees necessary to be addressed. After the chairman has spoken, other High Council members will have a chance to address the RME troops. All people are expected to listen.
Law 4.6.98- When a person who has the floor to speak says "Listen up", there shall be no one typing, and or talking over the mic, except the person who has the floor. Minimum Warning, Maximum- Court Martial
Law 4.7.98- Practices will be launched at the
moderators wishes, no one is to harass the moderator to launch
the game. Minimum- Warning, Maximum- Ejection from the room
Law 4.8.98- The moderator position shall be held by
the highest ranking member in the room at the time. Any person
who has the moderator position is expected to give the moderator
title over to the highest ranking member. Minimum- Warning,
Maximum- Court Martial
Law 4.9.98- Team designations will be decided by the chairman of the meeting, and from advice from the offensive and defensive squad commanders, once a person is designated a position and class, THEY MAY NOT CHANGE UNLESS INSTRUCTED TO DO SO. Minimum- Warning, Maximum- Court Martial
Law 4.10.98- If a person who comes in an RME room whose clan, or person is not held in highest regards in RME, that person is to be kicked from the room IMMEDIATELY, say nothing to that person, just kick them. Minimum- Warning, Maximum- Ejection from the room
Law 4.11.98- All RME meetings are to be now opened by
the display of colors, and national anthems of the countries
represented in RME. The national anthems, and flags will be
displayed on the web page. We are to honor EVERY country in the
meeting, and the meeting will not start until this is done. Every
person present is expected to go to each countries page, and
honor them along with the rest of the members of RME in the room.
Minimum- Warning, Maximum- Court Martial
ARTICLE V- RME LAWS
Law 5.1.98- All repeat offenders of these above and entitled laws, can be charged with a court martial, if the Chief of Staff sees fit.
Law 5.2.98- If a person is indicted on a charge, they have the right to appeal the High Council's decision. If the appeal is overruled by the High Council, the High Council has the right to double the persons initial sentence.
Law 5.3.98- All persons in RME are expected to read this document. Ignorance is no excuse for a crime. Do not say, "I didn't know" because it is automatically assumed by the High Council that you have read this document.
Law 5.4.98- All of the laws enclosed within this document, are subject to change by RME Joint Chiefs of Staff.
Law 5.5.98- All rules, and regulations not stated within the RME Order are considered legal by RME.
Law 5.6.98- There are laws that are classified by RME
High Council, if, and only if, they do not directly affect
members in RME, and/or is not detrimental to the survival of RME
as a clan. Material may also be held classified from the Chief of
Staff of the RME, ONLY by members of High Council. The Chief of
Staff reserves the same right. All classified documents are to be
allowed to an RME Investigator, for evidence in a crime.
Law 5.7.98- Mockery or non acceptance of this document or RME WILL NOT BE TOLERATED. Minimum- short-term Suspension, Maximum- Court Martial
Law 5.8.98- All violations of laws are to be reported to the RME High Council by any witnesses. Minimum- Warning, Maximum- Court Martial
Law 5.9.98- Sentencing and indictment is to be done by RME
High Council members ONLY with the consent of the Chairman of the
Joint Chiefs of Staff. If the sentence is no more than a
long-term suspension, a member of the branch High Council
has the right to sentence a person without connect of the rest of
the High Council, however, all members of the High Council are to
be notified in a sentencing. All crimes punishable by a
long-term suspension to Court Martial must be approved by the
branch High Council. A sentence initially issued solely by a High
Council member, is allowed to be raised if seen fit by the other
High Council members. Violations of ANY of these above points in
RME Law ~5.9.98 are: Minimum- Warning, Maximum- Court Martial
Law 5.10.98- All RME Laws are to be announced like so- RME Law ~5.8.98 states that all violations of RME laws are to be reported to the RME High Council. Minimum- Warning, Maximum- Ejection from room.
Law 5.11.98- All the RME laws stated within this document are applied to ALL branches of RME, the RME Infantry Division, the RME Air Force and the RME Special Forces.
ARTICLE VI-Tournament Policies
RME Law ~6.1.98-RME Soldiers will follow in full compliance with the tournament's rules and regulations. Minimum-Demotion, Maximum-Court Martial
RME Law ~6.2.98-ALL messages are to be in team chat ONLY. Minimum-Demotion, Maximum-Court Martial.
RME Law ~6.3.98-NO switching classes AT ALL. Minimum-Demotion, Maximum-Court Martial
RME Law ~6.4.98-Do not cheat AT ALL. Minimum-Demotion, Maximum-Court Martial
RME Law ~6.5.98-Unsportsmanlike conduct with opposing team, this includes harrasment, verbal assault, and cussing. Minimum-Demotion, Maximum-Court Martial
RME Law ~6.6.98-ALL RME Soldiers, regardless if on the tournamentroster or not, are expected to show up ONE HOUR before the schedueled war. Exceptions will be made if an exscuse was prearranged with a division High Council member. Minimum-Double Demotion, Maximum-Court Martial.
RME Law ~6.7.98-All RME Soldiers involved in the tournament war are to remain there for the complete time limit, REGARDLESS of requests from others. Minimum-Demotion, Maximum-Court Martial.
RME Law ~6.8.98-Any RME Soldier that diliberatly causes RME to
lose their tournament war, the offense will be charged as
treason, and immideate dishonerable discharge with a court
martial will be instated.
ARTICLE VII- CHAIN OF COMMAND
I. CHAIRMAN OF THE JOINT CHIEFS OF STAFF
The leader of RME as a whole is the Chairman of the Joint Chiefs of Staff, and will hold the rank of General.
POWERS:
A. Will select a Chairman pro-tempre as a back-up when he is away, and the pro-tempre will have all the powers that the Chairman has at his current rank, until the return of the Chairman.
B. Appoints the Chief of Staff of the division in RME to oversee and command that division. Also holds the right to dismiss the commander.
C. Maintains and controls the RME PERSCOM web page, or appoints someone to do so.
D. Is the final say in promotions, and awards.
E. May grant "Executive Authority" to dismiss a member of RME of charges, or grant a promotion, award, or position without branch High Council or Joint Chiefs approval, as long as it is within reason.
F. Is allowed to propose bills to the Joint Chiefs of Staff.
G. Is a member of ALL of the branches of RME.
H. Has final say in alliances, armstances, and declerations of war.
I. May veto a bill passed by the Joint Chiefs or a branch High Council.
J. Will have access to any RME tournament password, and if the tournament is multiple divisions, then he will be named as the leader.
K. May dismiss any member of RME that he sees fit.
L. Will interpet the RME Order to explain what a law means.
II. BRANCH CHIEF OF STAFF
The branch Chief of Staff will be appointed by the Chairman of the Joint Chiefs of Staff, and will be the commander of the branch he is appointed to. He will hold a rank of no less than General.
POWERS:
A. Will appoint a branch Vice Chief of Staff, and a Sergeant Major of the branch.
B. Holds voting rights within the Joint Chief's of Staff.
C. Holds voting rights within the branch High Council.
D. May recruit, or appoint someone else to recruit as he wishes.
E. Suggests soldiers for promotion or awards to the Chairman of the Joint Chiefs for approval.
F. Will give a monthly report to the Chairman of the Joint Chiefs of Staff.
G. Is commander of a war unless the Chairman of the Joint Chiefs interferes.
H. Has final say in circumstances that pretain to their division.
III. BRANCH VICE CHIEF OF STAFF
The branch Vice Chief of Staff will serve as the second in command to the Chief of Staff.
POWERS:
A. Will be appointed by the branch Chief of Staff
B. Will hold the rank of no less than Lieutenant General.
C. Holds voting rights within the branch High Council.
D. Will serve as the branch Chief of Staff if the Chief is unable to fufill his duties as Chief of Staff, and all powers will be instated to him, with the excpetion of a promotion, and ability to appoint underlings.
IV. SERGEANT MAJOR OF A BRANCH/COLONEL OF THE AIR FORCE
The Sergeant Major of a branch/Colonel of the Air Force will serve as a link from the enlisted (officer's for COAF) soldiers in their branch to high command.
POWERS:
A. Will be appointed by the branch Chief of Staff.
B. Will hold a special rank making them the highest enlisted rank in their branch (highest senior officer in the Air Force)
C. Speaks on behalf of all the enlisted (officers for COAF) soldiers to the Chief of Staff.
D. Holds voting rights in the branch High Council.
E. Will be 3rd in command behind the Vice Chief of Staff.
F. Is to answer to the branch Chief of Staff only, no one else.
V. BRANCH HIGH COUNCILS
Branch High Councils will make rules and regulations to further the productivity of their respective branch.
POWERS:
A. Will consist of the branch's Chief of Staff, Vice Chief of Staff, and the Sergeant Major.
B. Bills will be passed that will pretain to their division only, not any other division of RME.
C. May submit bills to the Joint Chiefs of Staff.
D. Bills that are deemed by the Chairman of the Joint Chiefs to have an impact on RME as a whole or violates the RME order may be vetoed at his descresion.
E. Votes on alliances, armstances, wars, and other items of mass importance and then passes them onto the Chairman of the Joint Chiefs for approval.
VI. JOINT CHIEFS OF STAFF
Will be the law making body of RME as a whole.
POWERS:
A. Will consist of the Chiefs of Staff of the branches of RME.
B. Will vote on laws that pretain to RME as a whole.
C. Will vote on expansion into other divisions.
D. May override a war or peace decision by the Chairman of the Joint Chiefs by unanimous vote.
E. All votes must be by majority decision.
F. Makes changes to the RME Order at the descresion of the Chairman of the Joint Chiefs.
G. When a bill is proposed, Joint Chiefs MUST vote within one week of the bills proposal or their vote will be abstained from.
H. The Chairman of the Joint Chiefs of Staff will serve a tie-breaking vote if needed.
VII. Deputy Chairman of the Joint Chiefs of Staff
A. Second in command of RME.
B. Serves as a consultant and advisor to Chairman of the Joint Chiefs of Staff
C. Oversees Joint Chiefs of Staff
D. Appointed by Chairman of the Joint Chiefs of Staff
E. Holds rank no less than General.
VIII.Recruiters
A. Depending on the size of the branch, one or two recruiters will be commissioned.
B. Will be the best, skillwise, in the branch
C. Best will be Colonel, second best will be Lieuteneant Colonel.
D. Must check with Chief of Staff for recruitment quotas.
E. Responsible for training all people in their branch, and training new recruits.
F. Only people allowed to recruit in that branch.
G. Recruitment can be overturned by majority High Council vote or Chairman's disapproval.
SIGNATURES
These signatures mean that the highest ranked members in RME have
accepted this as the written code of law in RME, and all the laws
within in it are deemed fair, and/or necessary.
